The annual certification of the ITU Technical Officials has already been completed, demonstrating once more a significant growth in the number of certified Technical Officials (TOs) around the world.
According to ITU, this is the result of an extended development programme, which is supported fully by ITU, the Continental Confederations and the affiliated National Federations and all TOs around the world.
This year, ITU has announced the first ‘Orange Team Awards’, which will acknowledge the NFs with the most significant achievement in specific categories.

ITU TOs’ Certification Levels Overall (Level 1, 2, 3):
Spain has been the National Federation with the highest number of ITU certified Technical Officials, followed by China and Brazil in 2nd and 3rd places respectively. Spain also has the highest number of male ITU certified Technical Officials, followed by the same NFs as above. Amongst the females, Spain is still the strongest NF, followed by Canada and Brazil.
ITU TOs’ Certification Level 1:
Similar to the above, Spain, Brazil and China are the three Federations with the highest numbers of ITU TO Level 1 officials. The same Federations are sharing the first three positions with the highest numbers of male ITU TO Level 1, but with China being in 2nd place and Brazil in 3rd this time. In the females, Spain is still the strongest NF, followed by Canada and Brazil.
In the Gender Equity category, seven Federations are sharing the first position: Canada, New Zealand, Italy, Hungary, Fiji, Bermuda and Colombia with a perfect distribution of 50% per gender.
ITU TOs’ Certification Level 2:
Spain again is at the top of the NFs list with the highest number of ITU TO Level 2 officials, with Great Britain and Canada taking 2nd and 3rd positions respectively. Spain takes first place in both the male and female categories. Japan is the 2nd Federation with the highest numbers of male ITU TO Level 2 officials and Canada the 2nd Federation in the female list. For 3rd place Great Britain is sharing the position with South Africa on the males, while on the females, Great Britain is alone in 3rd place. New Zealand, Hong Kong and Uzbekistan are sharing 1st place in the Gender Equity list on the ITU TO Level 2.
ITU TOs’ Certification Level 3:
New Zealand is the National Federation with the highest numbers of ITU TO Level 3 officials, followed by Spain in 2nd and Hungary in 3rd place. Spain and Hungary are sharing the first position of the highest number of male ITU TO Level 3 followed by New Zealand. In the females, Canada and New Zealand are on the highest podium, leaving 3rd place to be shared by six Federations (Australia, Luxemburg, Philippines, Italy, USA and Japan).
In the Gender Equity category, Luxemburg and Philippines are the two Federations with the highest percentages, followed by New Zealand.
